Business Incentive Programs

Illinois offers easy-to-use programs to supplement conventional sources of financing and give businesses more options to grow, relocate and expand:

Large Business Development Program provides incentive financing to encourage out-of-state companies to locate facilities in Illinois and existing companies to undertake major job expansion or retention projects.

Illinois EDGE (Economic Development for a Growing Economy) provides tax credits for businesses that create new jobs and make capital investments.

Participation Loan Program works through banks and other conventional lenders to provide subordinated financial assistance to businesses that will employ Illinois workers.

Enterprise Zone Financing Program provides favorable interest rates to businesses locating or expanding in any of 93 certified enterprise zones.

Business Development Public Infrastructure Program provides funds for infrastructure improvements in support of private sector job creation and retention.

 

Workforce Investment & Training

Illinois offers advanced training programs to ensure that Illinois' workers have the skills businesses need to stay competitive:

Employer Training Investment Program helps keep Illinois workers' skills in pace with new technologies and business practices by funding major retention, expansion or relocation projects; major capital investment in new equipment or technologies that increase productivity, improve quality and reduce operating costs.

Illinois offers turnkey services with all the necessary tools to transform your business into a high-growth enterprise:

Procurement Technical Assistance Centers provide technical information about state and federal government contracts for goods and services and offer one-on-one counseling and marketing training.

Illinois Technology Enterprise Centers offer management and marketing coaching to help technology-based entrepreneurs, innovators and early stage companies develop clear paths to technology commercialization.

Manufacturing Extension Centers provide full-time engineering, technology and business management professionals with solutions to a diverse range of operation problems to help manufacturers modernize and boost productivity.
